Exciting times in the North of the Riverside Park community. Our MP addressed the group and said he is quickly learning about the Ottawa-Center’s new southern peninsula.
Ottawa Center is in the top most heavily populated districts in Ottawa, by orders of magnitude.

Councillor Brockington’s December Newsletter:
Before we take a short break over the holiday season, Councillors will meet in Committee on December 17 and likely December 18 to debate and vote on the Comprehensive Zoning Bylaw Review. This is a critical new bylaw that will have widespread ramifications on zoning, density, greenspace provision and the removal of parking minimum requirements for residential developments. I have been working closely with various community associations and residents on both the Official Plan and now Zoning Review. One matter of concern is the National Capital Commission’s request to have their lands in the southern corridor, from the Rideau River to Airport Parkway, in and around the McCarthy Woods, rezoned to ‘development reserve’. Although the McCarthy Woods are not slated for any development, lands abutting the woods are slated for rezoning. I am opposed to this, have been working with the two local community associations and have recently sat down with MP McGuinty’s staff to seek the MP’s support on this matter. The NCC has not shared their vision, engaged in any discussion or consultation or been transparent during this process

I understand the City is faced with a housing crisis, but these greenspaces are a valuable natural legacy which we should continue to protect for future generations. Communities across Ottawa are already on-track to meet or exceed the building intensification targets set by the City. Encroaching on the few precious greenspaces we have left does not advance the public good. The current housing shortage should not be used as an opportunity for developers to get their Christmas wish list.
While City staff say the rezoning of the lands does not mean they will necessarily be developed, the Mayor of Ottawa is on record saying he would like to see (NCC) public lands placed on the open market for sale. City staff are also working on many new measures aimed at cutting red tape, fast tracking projects and encouraging development with minimal delays. At the same time, both the NCC and Canada Lands Corporation have been identifying public lands for sale. My understanding is the NCC has lobbied the City for these changes to increase the market value of their lands. The City is happy to oblige as this also helps them increase their property tax revenues.
The development zoning was adopted without meaningful consultation despite serious repercussions for residents across Ottawa and in the Hunt Club and Riverside Park, Quinterra, Revelstoke, Crestview and Meadowlands, and Tanglewood Park neighbourhoods. These greenspaces are frequently enjoyed by families and dog walkers having leisurely strolls, and young people and seniors finding refuge. They also provide a variety of “ecosystem services” such as helping us address and adapt to climate change, improve our air quality, and provide habitat for wildlife. The greenspace surrounding McCarthy Woods is home to barred owls, Cooper’s hawks and merlins and more than a hundred different species of native plants. The local forests also help protect our homes from flooding and extreme weather such as hurricanes.
Losing these greenspaces would jeopardise the City’s ability to meet its 40 percent tree canopy targets in its Official Plan. It is also inconsistent with the City’s Climate Change Master Plan which recognises natural areas as core infrastructure for cooling, air quality, carbon storage, and climate resilience. And it is contrary to the spirit of the City’s Equity and Inclusion Lens by reducing greenspaces in close proximity to several large family-oriented housing cooperatives and apartment buildings in diverse areas of the City.
We owe it to ourselves and future generations to keep protecting these green spaces. Please urge your City Councillor to restore the greenspace related zoning from the first draft of the zoning by-law and work transparently with communities to determine the long-term uses of public lands. Also encourage your federal member of parliament to ensure the NCC has a strengthened mandate to protect urban green spaces in Ottawa founded on transparency and inclusive public engagement.

A little more about Mireille:
Mireille has been raising her three children in the Hunt Club and Riverside Park community with her spouse in River Ward for over 18 years. She fell in love with this area by exploring its large greenspaces and pathways along the river with her spouse, children, dog and closest human friends. As an Economist and Senior Policy Advisor Mireille dedicated most of her professional career to environmental policies and programs and assessing the environmental costs and benefits of business and government decisions. She has an Honour’s Degree in Economics and Master’s Degree in Political Science both from Brock University, where she had her first office job following graduation in the Climate Change Lab. For the past five years she has been growing native plants for community habitat gardens as part of David Suzuki’s Butterflyway Program. She is also an active member of the Ottawa Wildflower Seed Library and a volunteer of the Ottawa South Eco-Action Network (OSEAN).
